Dissatisfied with the outcome of his conversation with the Governor, who tells Zurab that his hands were tied regarding Davit’s prison sentence, Zurab stabs the Governor through the neck with the rake. As he murders this high-level political figure, Zurab’s Nagazi soldiers gun down the Governor’s security detail.
