On the surface, the Governor is a powerful figure in Georgian politics, arriving at Zurab’s compound in a luxury sedan with a full security detail. However, we quickly learn that he’s nothing more than a mere puppet for the all-controlling Nagazi crime syndicate headed by Zurab and Davit.
Pressured by the Americans to extend Davit’s prison sentence, the Governor has the thankless task of informing Zurab of this latest development. The Governor claims that he did as much as he could to counter the American government’s demands, but Davit did kill a DEA agent after all. Of course, Zurab does not take the update well. Before the Governor can say another word, Zurab impales the pitiful man with a pitchfork to the neck.
